1.0 Purpose
To establish a unified policy governing the orientation, technical training, continuing education (CE), and professional development of all personnel in the Tarangnan Community Hospital (TCH) Clinical Laboratory. This policy ensures that newly appointed, contractual, Job Order (JO), rotating, or re-engaged personnel understand laboratory operations, safety protocols, and assigned duties before working independently, and maintain ongoing professional competence.
2.0 Scope
This policy applies to all Medical Technologists and Laboratory Aides in the TCH Clinical Laboratory, as well as locums, trainees, volunteers, and visiting healthcare workers. It covers initial departmental orientation, LIS orientation, ongoing process training, internal needs-based continuing education, and external Continuing Professional Development (CPD) compliance for PRC-licensed staff.
3.0 Definitions
- Orientation — the structured introduction of newly joined or re-engaged personnel to the hospital, laboratory layout, quality policies, safety rules, and assigned job duties.
- Training — targeted instructional and practical guidance provided to staff to establish or update proficiency in specific laboratory procedures, instruments, or workflows.
- Continuing Education (CE) — internal educational activities and learning sessions designed to maintain, update, and improve professional knowledge and skills.
- Continuing Professional Development (CPD) — mandatory formal education units required for PRC license renewal under Republic Act No. 10912 for Registered Medical Technologists.
- Preceptor — a qualified senior staff member designated to guide, instruct, supervise, and verify the progress of a trainee during orientation and training.

5.0 Policy / Procedure
5.1 General Principles and Prerequisites
- Mandatory Orientation: Every individual joining or rejoining the laboratory — including permanent staff, Job Order personnel, relievers, trainees, and volunteers — shall complete structured orientation before working independently (see Figure 1).
Figure 1 — New staff orientation, supervised practice, and sign-off flow
- Prerequisites Verification: Before orientation begins, the Chief Medical Technologist / Laboratory Quality Manager shall verify: - Employment appointment or engagement status with the hospital administration; - Professional credentials (PRC license, board certificate, and diploma as applicable); - Review and signed acknowledgment of the specific Position Description (Recruitment Qualification and Appointment Policy).
- Preceptor Assignment: A qualified preceptor shall be formally designated on the orientation record to supervise, guide, and sign off on orientation topics.
5.2 Orientation Program Content
The orientation program shall introduce the employee to laboratory operations and safety protocols, including at minimum:
| Module | Core Topics |
|---|---|
| Institutional & Departmental Overview | Hospital mission, laboratory organization, chain of command, lines of communication, and work schedules |
| Quality Management System | Quality manual overview, document control, occurrence reporting, and quality indicators |
| Biosafety & Infection Control | PPE usage, hand hygiene, chemical hazard communication (SDS), fire safety, and biohazard waste segregation |
| Operational Workflows | Specimen collection, accessioning, rejection criteria, sample handling, and critical value notifications |
| Job Duties & Equipment | Specific test methodologies, primary analyzers (HORIBA Pentra XLR, wet chemistry), bench maintenance, and routine QC |
| Professional Ethics & Privacy | Patient confidentiality, Data Privacy Act compliance, and professional conduct |
5.3 Laboratory Information System (LIS) Orientation
- All incoming staff shall be trained on TCH's non-interfaced, Excel-integrated laboratory information system.
- Training shall encompass sample logging, result entry, worksheet navigation, backup procedures, and confidentiality safeguards.
- Access privileges shall correspond strictly to role definitions: Medical Technologists receive entry and verification access; Laboratory Aides receive read/log access only where authorized for support duties; formula modification and system administration remain restricted to the Chief Medical Technologist / Laboratory Quality Manager.
5.4 Orientation Review, Completion, and Re-orientation
- Progress Review: The preceptor and employee shall conduct a formal review of progress at thirty (30) calendar days from start. Any remaining gaps shall receive targeted instruction.
- Sign-Off: Orientation is successfully completed only when all items on F-QM-HR-001-A-V0 are countersigned by the employee, preceptor, and Chief Medical Technologist / Laboratory Quality Manager.
- Re-orientation Triggers: Job Order (JO) personnel re-engaged after a break in service exceeding three (3) months, or staff returning from extended leave, shall complete focused re-orientation covering updated SOPs, newly installed equipment, and safety revisions.
5.5 Ongoing Staff Training
- Training Triggers: Technical training shall be conducted: - For new analytical methods, equipment installations, or modified test kits; - When identified as a corrective action following an occurrence, audit finding, or PT/EQAS failure; - Following an unsatisfactory competency evaluation (Competency Assessment Policy).
- Methods: Training methods include vendor-provided instruction, bench-side demonstration, supervised testing, small-group tutorials, and study of controlled SOPs.
